This
position is located in Sana’a. Under the overall direction of the
Special Adviser of the Secretary General on Yemen, the Close Protection
Officer, at FS5 level, will report to the Chief Security Officer on all
close protection operations
Responsibilities
Within
delegated authority and under the general supervision of the Chief
Security Officer, the Close Protection Officer will be responsible for
the following duties:- Advise the Chief Security Officer on close
protection operations of the mission.
- Develop the standard operating procedures and security risk assessments within which the Close Protection Unit will deploy.

Liaise and coordinate close protection operations with Host Country,
other mission components and other organizations, as necessary, to
enable implementation of necessary security arrangements for the
security, safety and wellbeing of the Special Adviser and other mission
staff, as appropriate.
- Conduct security risk assessments and
monitor threats to the Special Adviser and other mission staff, as
appropriate, in conjunction with the Chief Security Officer, and
recommend mitigation measures and implementation strategies.
- Identify gaps in existing capability and make recommendations for amendment where necessary.

Coordinate close protection planning in accordance with UN close
protection policy, guidance and standard operating procedures.
- Ensure that close protection operations are conducted in accordance with UN methodology and standards.

Provide risk briefings to the Special Adviser, other mission staff, as
appropriate, and security managers on any close protection concerns for
official travel or daily activities.
- Develop protocols on the
security coordination requirements for official travel of the Special
Adviser within the host country or abroad, in conjunction with the Chief
Security Officer or equivalent and with host country authorities.
- Accompanies the Special Adviser during travel and/or coordinates all related security requirements, as required.
- Supervise the Close Protection Detail Team Leaders, and assess the performance of the Close Protection Unit.
- Provide direction and guidance to the Close Protection Unit, as required.

Coordinate close protection training and exercises to ensure that
operational readiness and competencies are maintained to UN standards.
- Maintain training records and ensure all personnel maintain mandatory physical and technical skills requirements.

Maintain a training calendar/roster in coordination with the Security
Training Unit to ensure all personnel are given opportunity to meet
annual certification requirements.
- Develop and review operational
team rosters to ensure adequate training and rest time is allotted in
addition to operations. Ensure accurate reflection of work hours by all
unit personnel.
- Draft Statements of Requirement and provide technical specifications for the procurement of Close Protection Unit equipment.

Monitor Close Protection Unit equipment and ensure minimum equipment
requirements are purchased, maintained and deployed in accordance with
relevant policy.
- Provide inputs related to close protection in the mission’s budget proposal.
- Perform other relevant duties as required.

Education
High school diploma or
equivalent or vocational certificate.UNDSS Close Protection Officer
Certification (CPOC) is highly desirable (and will be expected for
future advancement in this field). UNDSS Close Protection Supervisor
Certification (CPSC) is highly desirable (and will be expected for
future advancement in this field).
Work Experience
A
minimum of eight (8) years with high school diploma or equivalent
technical or vocational certificate (or five (5) years with a
first-level university degree) of progressively responsible experience
in the military, police or security management is required.A minimum of
five (5) years of progressively responsible experience in close
protection with a national, private or international security
organization is required, and a minimum of two (2) years experience in
close protection management at least at the level of a close protection
team leader with a national, private or international security
organization is required.
At least one (1) year experience working in
a United Nations common system field operation (inclusive of
peacekeeping, political missions and UN agencies, funds, and programmes)
– or similar international organization or non-governmental
organization – in a conflict or post-conflict environment is required.
Experience
and proficiency in the use of close protection weapons, communications,
surveillance equipment, and vehicles is required;
Experience working in the Middle East on security issues is highly desirable.
Desirable
criteria: Close protection of one or more principals; static and mobile
protection; close protection command post operations; close protection
response techniques; conduct of close protection training.
Languages
Fluency in English and Arabic (spoken and written) is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
