This position is located at the United Nations Assistance Mission in Somalia (UNSOM).This position provides security support to the UN Integrated Electoral Support Group (IESG) team. The IESG consists of staff employed by both the UN Assistance Mission in Somalia (UNSOM) and UNDP-Somalia. The Electoral Field Security Officer will report to the Chief Electoral Adviser for all matters relating to the UN Security
Management System as applied to UN personnel. He or she will also report to the Chief Operations Adviser and Chief Electoral Adviser for security support and advice regarding the establishment of the National Independent Election Commission (NIEC) and electoral security matters.
The incumbent will also have technical reporting responsibilities to both the UNSOM's Chief Security Officer and the UNDP's Senior Field Security Adviser.
Responsibilities
Within delegated authority, the Electoral Field Security Officer will be responsible for the following duties: Programming
- Provide security policy guidance and security management support to the IESG to enable effective planning and implementation of electoral support to the NIEC within the framework of UN security policies and procedures.
- Advise on security aspects of election preparations including the design and implementation of UN Electoral Support.
- Undertake continuous election security risk assessments and ensure appropriate risk mitigation strategies are in place in consultation with relevant stakeholders.
- Ensure that specific electoral requirements are considered during the development of risk assessments and security plans undertaken by UNSOM.
- Ensure the completion of security templates (SRA, QSRA, Facility Safety and Security Surveys, Mission Concept of Operations) in a timely manner for all premises where UN electoral assistance activities take place.
- Maintain continuous knowledge of prevailing political and security conditions within Somalia that may have a direct effect or indirectly impact on the delivery of UN electoral support in Somalia.
- Provide timely and accurate information to the Chief Electoral Adviser, the Deputy Chief Electoral Adviser, the Chief Operations Adviser, and to the UNDP/UNSOM/UNSOA senior security staff on security incidents affecting the staff and operations. Advise on mitigating measures to enable continuous implementation of electoral support.
- Develop effective partnerships with UNSOM/UNSOA security unit, UNDP security unit, UNDSS and the security teams of other UN entities to ensure information sharing.
- Manage the development and implementation of the Security Plan for UN electoral support;
- Participate in the development and implementation Business Continuity/Emergency Contingency Plan as it applies to electoral support;
- Ensure electoral support compliance with the relevant MOSS.
- Ensure that the IESG security unit is adequately staffed by competent and proficient personnel with the appropriate skills and expertise required to enable 'to ensure all UN electoral staff is provided with adequate security coverage based on UN guidelines/policy' and electoral support goals and objectives;
- Manage, supervise and execute the work programmes for the security unit, coordinating and preparing inputs, determining priorities and allocating resources for the completion of outputs and their timely delivery;
- Manage the performance of the private contractors, suppliers and consultants providing security services and support to the Elections project.
- National Independent Electoral Commission (NIEC) Security Support
- Assist the NIEC, relevant national counterparts and African Union Mission in Somalia (AMISOM) in the design of an election security strategy, election field security plan for each component of the electoral process as well as assist in contingency planning.
- Liaise with actors providing electoral security including AMISOM, Somali National Army (SNA), Somali Police Force (SPF) and other national institutions as appropriate.
- Establish and maintain productive partnerships with national counterparts and other stakeholders in the electoral process.

Education
Advanced university degree (Master's degree or equivalent) in political science, international relations, law, public administration, or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in security planning, coordinating security arrangements, undertaking security risk assessments and related areas in at least three countries, including developing countries and high risk security contexts.
- Prior experience in supervising, implementing, supporting or advising on electoral security, within a UN context, is desirable.
- Previous experience of managing teams of different backgrounds is desirable.
Fluency in spoken and written English; knowledge of a second UN language is an advantage.
